農委會7日經行政院院會，討論通過「老年農民福利津貼暫行條例」第4條修正草案，將申領老農津貼的排富規定調整與國民年金老年基本保證年金的標準一致，以保障老年農民請領福利津貼的權益。
農委會表示，老農津貼排富規定在財產方面，排除農民從農營生的農業用地及居住的農舍，老農本人所擁有的其他土地按公告現值及房屋按評定標準價格計算價值，合計新臺幣500萬元以上，才會受到排富的影響。此次修法是考量領取政府福利津貼的條件應一致，不應有差別待遇。
輔導處副處長周若男表示，老農津貼原本有排富規定，指農民除了農業用地及農舍、持有的公共設施保留地外，如果他擁有的其他土地總價值超過500萬元以上者，會受到排富條款限制而無法領取老農津貼，「每年大約有200名老農在請領老農津貼，但因為公告地價現值調整，會變得無法請領，這次修法是為了讓它與國民年金的標準一致。」在農民沒有買賣不動產的狀態，不應因公告地價調整，而失去請領老農津貼的權益。
農委會也說明，照顧農民是該會施政的一貫立場，老農津貼與國保老年基本保證年金均屬政府福利津貼性質，其領取的條件應相同，本次修法參照國民年金法將兩者領取條件修正為一致性標準，符合社會公平且合理。
